Reports return SAS URLs — fetch within 3 minutes

The two report tools (telivy_get_external_scan_report and telivy_get_risk_assessment_report) download binary content from Telivy and upload it to StackJack blob storage, returning a small JSON envelope with a SAS URL valid for ~3 minutes. After expiry, the SAS is rejected with 403. Telivy responses include PII, credential exposure, and dark-web data — tool calls go through standard StackJack usage logging.
